Charity Commission reveals revised counter-terrorism strategy

The Charity Commission has published the final version of its counter-terrorism strategy, following an informal consultation period.

The strategy does not differ significantly from the draft which was released before Christmas, but does provide more information in some areas.

One such area is section H, which outlines how the Commission intends to measure the success of the strategy, and is now more specific on what the proposed guidance will focus on in relation to various designation and financial sanctions regimes.

"The Charity Commission is uniquely placed to contribute to protecting charities from abuse from terrorism and strengthening safeguards to minimise the risk they face,” said Dave Walker, head of outreach and development at the Charity Commission.

“Our finalised counter-terrorism strategy is a key step in this process, and following its publication we will continue to engage with the charity sector and other key stakeholders as we move ahead with developing the detail of the toolkit of guidance and best practice for charities."

Consultation

The Commission has also released a summary of the nine public responses to the draft, four of which came from umbrella bodies.

Responses were generally positive, though some raised concerns over whether the Commission has sufficient resources to take on additional roles and responsibilities.

One respondent also expressed concern that the Commission had not outlined its plans for disseminating information to the public.

As a result, the summary explains that the Commission intends to make “full use” of its website to provide up-to-date information on the “evolving terrorist risk to charities”, and will report annually to the public and the sector on “the wider lessons arising from our compliance work”.
