Charities in Twitter storm over balloon releases

Charities are being urged to abandon balloon releases in a Twitter a campaign.
The Charity Commission’s general guidance on how charities can demonstrate that they provide public benefit will now be published in January 2008.
The Commission originally intended to produce its guidance in October but this was delayed after the regulator received more than 900 responses to its consultation on the public benefit requirement. It said it would need more time than initially expected to filter through all the comments.
It published a revised timetable for publication of the guidance last week. The first, general advice for all charities will be produced in January.
This will be followed soon after by three months of consultation on draft supplementary guidance on public benefit for those charities that exist for the prevention and relief of poverty; charities for the advancement of education; charities for the advancement of religion, and charities that charge fees, including independent schools.
In late March next year, the public benefit provision of the Charities Act 2006 will come into force, and between July and December the supplementary guidance on public benefit will be published.
From late March 2009, charities will have to start declaring in their annual reports how they meet the public benefit test.
