Wolverhampton City Council has resumed talks with the Public Fundraising Regulatory Association having previously stated that it did not need an agreement with the organisation to regulate fundraising in the city.

Wolverhampton City Council has resumed talks with the Public Fundraising Regulatory Association (PFRA) having previously stated that it did not need an agreement with the organisation to regulate fundraising in the city.

A meeting between the council and PFRA which took place at the end of last year was described by the council’s head of regulatory services, Andy Jervis as “constructive”.

In a statement he added: “We have identified some common ground between the association and ourselves,” and that a further meeting would be arranged to discuss proposals.

A spokesman for the PFRA said that the regulator was happy to have resumed negotiations and that it hoped to get an agreement.

Last year the council suspended talks with the organisation and threatened street fundraisers with prosecution and fine of up to £500 using a 2010 byelaw. No-one has been prosecuted so far.

The PFRA had advised its members to ignore the council’s threats believing that the byelaw does not apply to fundraisers as it specifies the trading and soliciting of goods and services.
