A charity umbrella body supporting recycling organisations in Wales is under investigation by the Welsh government and has been contacted by the Charity Commission about its accounts.

The Wales Community Recycling Network (Cylch) receives a number of grants from the Welsh government, including a yearly £300,000 three-year funding package to support its Towards Zero Waste strategy.

The Charity Commission has said it has received concerns about the charity, including loss of charity funds and conflicts of interest issues.

The Network currently has an acting chief executive, Richard Thomas, although the blog of its former chief executive Mal Williams is still hosted on its website.

A Charity Commission spokeswoman said: “We have examined the charity’s accounts and are in contact with the charity to discuss these matters.

“We are also in contact with the Welsh government, as the charity’s main funder.”

The Welsh government is carrying out an internal audit investigation into the charity. A spokesman said: “It would be inappropriate for us to comment further at this time. We await the findings of the investigation which is expected to conclude early this year.”

Cylch provides information, advice and support to community reuse, recycling, composting and reprocessing organisations across Wales.

A spokeswoman for the charity said it was not commenting on the matter at present.
