The Public Fundraising Regulatory Association will team up with the Trading Standards Institute to map out all the cold calling control zones in the UK to help charities decide which areas are safe to fundraise in.
The two organisations are in the process of compiling a list of all the areas in which cold calling control zones (CCCZ) exist and will advise charities as to whether the prohibitions also apply to fundraising.
The initiative follows the Institute of Fundraising’s move to change its code of practice on face-to-face fundraising to recommend that charity practices comply with TSI guidance.
Compliance with the Institute’s other recommendations in its face-to-face code of practice – that the charity has a trustee-approved policy on fundraising in CCCZs and that it conducts a reputational risk assessment regarding fundraising in the zone – is also being facilitated by the PFRA, which plans to develop a white-label policy on fundraising in the zones and pro forma reputational risk assessment form for charities to adapt or apply to their activities. The PFRA will begin work on these two projects later this year.
Mick Aldridge, chief executive of the PFRA, said: “As the organisation tasked with enforcing the code of practice, we need the most up-to-date picture we can get of how many CCCZs exist, where they are and whether they conform to TSI guidance.
“Door face-to-face fundraising has been increasing over the past two years and we expect this trend to continue. That’s why we are keen to work with the TSI to establish, with confidence, the limited number of areas where charities ought not to fundraise.”
