Andrew Malin

Assurance Consultant, HEFCE

Andrew Malin, a chartered accountant, is an assurance consultant at the Higher Education Funding Council (HEFCE).  He joined it in 1999 after 16 years as director of finance and resources at the Arts Council of Wales (ACW).

Major projects there included the splitting up of the Arts Council of Great Britain to create ACW as a new charitable body governed by Royal Charter, and establishing ACW as a lottery distributor.
 
Within HEFCE's institutional risk team Malin dealt with governance, financial strategy, accountability and risk issues at higher education institutions mainly in the north of England. He is a member of HEFCE's healthcare team, with a current remit to track the development of Academic Health Science Centres and similar NHS/higher education collaborative initiatives sponsored by the Department of Health.
 
Since 2004 Malin has led for HEFCE on issues connected with the Charities Act 2006; in 2010 his work is dominated by arrangements for HEFCE's new role as principal regulator of English higher education institutions as charities.
