Capacitybuilders is conducting a review of the way regional and local ChangeUp funding is spent, to attempt to identify the most efficient models for delivering capacity-building services at non-national level.
From June 2004 until March 2006, the government allocated £80 million to the ChangeUp programme, and 65 per cent of this was spent through local, sub-regional and regional programmes. Some £70.8 million has been earmarked for the whole ChangeUp programme for the two years from April 2006 until March 2008, though the split between national and regional/local is not yet available. No budget has been decided for the period beyond March 2008.
The review of existing ChangeUp consortia will inform Capacitybuilders' policy on funding for 2008-2011. There are around 130 consortia in the nine regions, comprising regional, sub-regional and local groups. The review will be conducted between now and the end of June by InAuriga Consultants, who are also inviting contributions from any organisation that feels it has relevant evidence to submit.
Capacitybuilders has also launched a Consortia Development Fund, which aims to facilitate assessment of each consortium's performance and provide the means for self-managed improvement.
