One lever that I don't think you have emphasised enough is the option to switch off the expenditure if the anticipated (grant) funding doesn't come through. Trustees need to think not just about ways of continuing the work but whether in extremis they are prepared, and have the reserves in place, to allow an orderly close down of that particular project."
