"Whichever way you cut it, there is a broad consensus that social care is going to be under significant pressure even if there were to be additional funding, not least because of demographics. There will always be a limit to what the state can do and we need to have a debate about getting better at doing those things that are beyond its capacity, whether that's at today's level of public spending, that of ten years ago or that of ten years in the future."
