The Charity Commission has appointed interim managers to Island Health Trust, a charity under a statutory inquiry.
Island Health Trust is a registered charity which operates in the London boroughs of Tower Hamlets and Newham. The charity lists its charitable objective as the promotion of “primary health care in any manner which is deemed by law to be charitable”.
Helen Briant and Lucy James of Trowers & Hamlins LLP have been appointed interim managers to the charity.
The Commission opened a statutory inquiry into the charity in November 2017 to examine concerns over the management of the charity, including the application of charitable funds and relevant decision making by the former trustees.
According to the Commission, it found that “the issues under inquiry led to the direct loss of charitable funds and the options for recovery have not yet been sufficiently explored and considered”.
It added: “The inquiry has focused on the expenditure of charitable funds on strategic development, a substantial part of which involved payments to a consultancy firm owned by the charity’s previous chair.”
Suzanne Goodband quit as chair of Island Health trust after questions in Parliament and following the start of the Commission’s inquiry.
According to its most recent set of accounts, Island Health Trust had a total income up to the year ending 31 March 2018 of £204,000 and total expenditure of £337,500.
The interim managers will independently examine and provide advice on potential claims against the former trustees. The current trustees will continue to remain responsible for matters relating to the operation, management and administration of the charity.
