Dr Toby Ganley is head of policy at the Public Fundraising Regulatory Association (PFRA).
He joined the PFRA in September 2010 after working as policy officer for the National Council for voluntary Organisations.
After obtaining a doctorate in political philosophy from the University of Queensland, Toby, a New Zealander with Australian parents, moved back to New Zealand to take up a post with the NZ government.
His work in Wellington saw him managing a team of policy analysts at Te Puni Kokiri (the Ministry of Maori Affairs), where he was involved in negotiating the settlement of grievances held by indigenous tribal groups against the Crown.

Glasgow has become the first Scottish city or town to enter a full voluntary site agreement with the PFRA restricting face-to-face fundraising in the city centre.
Wolverhampton MP, Paul Uppal, has told the city council that it should resume talks with the Public Fundraising Regulatory Association.
