David Harker stepped down in June 2010 as chief executive of Citizens Advice, a post he held since 1997.
He has widespread experience in the voluntary sector, including stints at Voluntary Action for Lewisham, as managing director of Sense, and as a director of a social action centre. He has also worked in the press office of a trade union and as a management consultant, and has been appointed to the Advertising Standards Authority. He received an OBE for services to the voluntary sector.
He has been a Charity Awards judge.

Ian Allsop talks to David Harker OBE , chief executive of Citizens Advice. David Harker has spent most of his working life in the voluntary sector, born out of experience and a desire to change things, but has had what he describes as some brief but useful forays into other areas. Having a brother with Downs Syndrome, he helped his mother run a Mencap gateway club. He was then a community service volunteer at 17 during what people now call a gap year. He worked in what he calls "a ghastly approved school near Glasgow run by thugs". He then did a degree in social studies and a masters in social policy, which he attributes as being of a great help throughout his career.
The public benefit requirement of the Charities Bill has raised a number of difficult governance issues which modern charities face. The editor, Dorothy Dalton, gives her views.
