Sukhvinder Kaur-Stubbs will start as chair of Volunteering England this September.
Kaur-Stubbs, who left her role as chief executive of the Barrow Cadbury Trust in February, replaces Mike Nussbaum who held the position for five years.
She is a former chairwoman of the European Network Against Racism, has served as a non-executive director of Severn Trent Water and been a member of the government's Better Regulation Task Force.
In 2006 Kaur-Stubbs was named woman of the year by the Department of Trade and Industry-sponsored Asian Jewel Awards.
