Fines for face-to-face fundraising delayed by PFRA

The Public Fundraising Regulatory Association has delayed imposing penalty fines for organisations in breach of its code of conduct until the Institute of Fundraising has completed its review.

The PFRA is continuing with the trial of the penalty points system, but now will not introduce any fines until after 20 August 2012.

In August last year the organisation launched its new rule book for street fundraising and in October launched a similar rulebook for door-to-door fundraising. Both set out a system of penalty points for breaches of its code of conduct and fines once an organisation had accrued 1,000 or more points.

At the time the PFRA introduced the scheme on a pilot basis without imposing fines to get fundraisers used to the system. It intended to review how it had worked before introducing the fines this month.

Ian MacQuillin, head of communications at the PFRA, said that the organisation would “be making some amendments” to the rulebook but could not give any further details until August.

The IoF is currently reviewing all of its codes of practice. The consultation phase closed in March and the Institute expects to launch new codes later this year.
