Gift Aid Small Donations Scheme 'too complex to have real impact'

The Public Fundraising Regulatory Association (PFRA) is offering half-price membership to charities if they also join the Fundraising Standards Board (FRSB).
Organisations need to apply before 29 May to take up the opportunity to save £50 when they join or renew membership, and agencies can save £125. The PFRA has 135 existing members.
Mick Aldridge, chief executive of the PFRA and board member of the FRSB, jointly organised the deal after the FRSB recently adopted some of the PFRA’s initiatives, including forming an advisory forum.
He said: “The FRSB closes the loop of self-regulation which is why we want this scheme to succeed and why we want to actively encourage as many of our members to join as soon as possible.”
FRSB chief executive Alistair Mclean said: “I have approached a number of member organisations and have been very encouraged by their support in our recruitment drive.
“I am very grateful and particularly pleased that the PFRA has agreed to offer a discount to its membership fees to find a way of encouraging its own members to join the FRSB, and trust that this will bring in more applications.”
The FRSB needs to become self-sustainable and prove self-regulation is supported in the sector before 2010, or the government could introduce statutory regulation.
