Seventy per cent of business leaders support the idea of a universal payroll giving scheme, but the Charities Aid Foundation (CAF) is holding off from lobbying for the creation of such a scheme.
A survey of 100 heads of companies with community investment programmes by GFK Research for CAF found that the vast majority felt that a scheme which would allow employees to take their payroll giving account with them when they switch jobs, was a good idea.
Hannah Terrey, head of policy and public affairs at CAF, said that with just 44 per cent of PAYE employees currently having access to payroll giving, the giving mechanism has never reached its full potential.
Terrey said: “We will be discussing with more businesses, charities and government how a universal scheme could work.”
However, a spokesman for CAF told Civil Society Fundraising that the umbrella body would not yet lobby for a universal system. “We think it is an important idea to be explored, but at this stage we’re not lobbying for it,” he said.
Of those people surveyed whose companies already had payroll giving in place, the majority said it made staff feel more engaged and filled a basic employee demand.
