New Philanthropy Capital has promoted its research chief Martin Brookes to be chief executive following incumbent Nigel Harris’ decision to step down after six years at the organisation.
Harris has made no announcement about what his next role will be, but he sent an email to colleagues stating that he intended to focus his energies on social investment and international development.
“I am leaving to pursue in more depth my twin passions, international development and social finance, including potentially the use of investment as well as philanthropic capital to achieve social change. I am looking forward to fresh challenges, but remain a huge supporter of NPC’s mission.”
As NPC’s director of research, Brookes is already high-profile in the voluntary sector and caused a stir last November when he used an RSA event to suggest the sector would benefit from the establishment of an independent scrutiny body, distinct from the Charity Commission.
He said it should be a non-departmental public body under the auspices of the Cabinet Office and should report to a newly-created House of Commons third sector select committee or, failing that, the Public Accounts Committee.
The suggestion did not win him many friends. Stuart Etherington, chief executive of the NCVO, said it was a headline-grabbing stunt that threatened to damage New Philanthropy Capital’s reputation.
David Robins, NPC’s chair, described Brookes as “the UK’s leading commentator on effectiveness in charities”, adding the organisation was delighted to have such a strong candidate to lead it in the future.
Brookes will take over at the end of March and Harris will stay on until the end of April.
