Julia Unwin, director of the Joseph Rowntree Foundation, has been appointed as the chair of the Intelligent Funder Fellowship scheme.
The scheme, which is funded by the Big Lottery Fund and managed by the Scottish Council for Voluntary Organisations, will offer a limited number of Fellowships to individuals who will be tasked with exploring how local, national and international funding can be delivered more effectively. Their papers will then be used to generate debate on specific funding topics such as effective delivery of philanthropy, impact through partnership, and effective and efficient grant management.
The scheme will run over a three-year period and has been designed to feed into the CIVICUS World Assemblies, which are taking place in Glasgow from 2006 to 2008. CIVICUS is the World Alliance for Citizen Participation and its assemblies see international governments and NGOs gathering to discuss ways they can work together to end world poverty.
The Fellowship programme will begin in the autumn with the publication of an introductory paper by Unwin, which will set out its objectives. Once these have been determined, individuals and organisations will be encouraged to apply for a fellowship or to participate in eforums and networks debating the issues arising from the Fellows' research papers.
