Charities in Twitter storm over balloon releases

Charities are being urged to abandon balloon releases in a Twitter a campaign.
The Commission for the Compact has released guidance on commissioning the third sector for public services.
The Commissioning Guidance is the first in a series of Compact implementation guidance which aims to facilitate better working relationships between commissioners and third sector organisations.
It has been written in response to a request by former minister for the third sector, Phil Hope, to Sir Bert Massie, Commissioner for the Compact.
The guidance, which supplements the existing Code of Good Practice on Funding and Procurement, highlights the importance of effective analysis, planning, sourcing and monitoring and review, and explains the ways in which the Compact can be applied during each of the stages.
Sir Bert Massie (pictured) said: “Both public bodies and the third sector are facing a challenging year and this guidance will equip and enable commissioners to deliver more effectively. This will result in stronger foundations for future partnership working between the public and third sectors, and most importantly, better outcomes for local people and communities.”
