Charities are being urged to abandon balloon releases in a Twitter a campaign.
Funky Dragon, the Welsh youth parliament, has been registered as a charity, the first time that the Charity Commission has registered a charity with trustees under the age of 18.
Initially, there were concerns about having legal minors - people under the age of 18 - as trustees. They would not be able to sign legally binding contracts for example, and there were also concerns about legal liability for the charity. With this in mind, the charity agreed that only four out of the eight trustees would be under 18 years old.
Unlike non-corporate charities, it is perfectly legal for Funky Dragon to have trustees under the age of 18 as it is a company, and under company law, legal minors are considered old enough to understand their duties and responsibilities. Once the Commission was satisfied that the charity would be well run, it was in a position to permit the appointment of the young trustees.
Andrew Hind, Commission chief executive, said: "Having young people as trustees of this charity is a positive step. With 85 per cent of all trustees being 40 or over, this presents a great opportunity to encourage younger people to lead charitable projects."
