Charities are being urged to abandon balloon releases in a Twitter a campaign.
The body that will administer self-regulation of fundraising is to be set up as a 'discrete operating division'of the Institute of Fundraising (IoF), with an operational launch planned for the autumn.
Proposals published last month by the self-regulation steering committee, drafted by Anne-Marie Piper of solicitors Farrer and Co, say that it is not proposed that the Regulation of Fundraising Scheme (RFS) should be established as a separate organisation but state that it is 'clearly important to the RFS that its independence and integrity be recognised.'
As a result, the staff of the Regulation of Fundraising Unit (RFU) will be employed by the IoF and work out of its offices. The IoF ceo and staff will also have responsibility for disciplinary and employment issues relating to RFU staff. It is expected the RFU will have between six and ten employees, including its own chief executive or equivalent.
The IoF has asked the Home Office for £1.71 million seed corn funding to get the scheme off the ground and see it through to its fourth year, at which point the business plan produced by IoF predicts it will have become self-financing. This will have required 5,825 organisations, out of the 23,000 that employ fundraisers, to have joined by this time. Membership fees will be based on a sliding scale according to a charity's turnover.
RFS will be based around the IoF's 24 current codes of practice and donors charter.
